The primary purpose of this position is to exercise supervisory and managerial authorities over the 730 Air Mobility Squadron aerial port operations. Responsibilities Plans, organizes, and oversees the activities of the 730 Air Mobility Squadron's Aerial Port at Yokota as well as subordinate730 AMS Detachments (Dets) and Operating Locations (OLs) at Misawa, Fukuoka, Singapore and Diego Garcia). Exercises Aerial Port operations management responsibilities. Represents 730 Air Mobility Squadron with a variety of installation and functional area organizations. Directs, coordinates, and oversees work activities of a very large and diversified group of military personnel, Host nation employees (Government of Japan (GOJ) Master Labor Contract (MLC) civilian employees and US civilians in a three shift, 24 hours-a-day, 7 days per week operation through subordinate supervisors. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Transportation Operations Series 2150. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations. Comprehensive knowledge of a wide range of military, federal and agency aerial port operations and airlift planning principles, practices, procedures, and regulations applicable to the full range of aerial port operations responsibilities on a military installation and the relationship of these activities to the airlift transportation system. Expert knowledge of operations, practices, and policies of aerial port operations and planning functions to develop, integrate, and coordinate aerial port plans and programs. Knowledge of performance characteristics, capabilities, and limitations of various types of aircraft, USAF, and federal flying regulations, aircraft with hazardous cargo/ammunitions, communications procedures; and other air and ground operations procedures to enable the incumbent to make appropriate decisions during management of the aerial port. Knowledge of SORTS and the ability to understand and comply with all MOUs as they pertain to daily operations. Knowledge of military and civil aircraft landing/take off capabilities and limitations is essential for rapid, safe, and viable decision making when emergency and/or unusual conditions exist. Thorough knowledge of USAF and FAA regulations pertaining to aerial port operations and ground handling equipment facilities. Knowledge of the procedures related to flight handling, routing, and airspace structures; weather and its effect on flying operations; airfield cond1tions; domestic and foreign heads of state security and how they affect safe operations. Knowledge of safety practices and procedures to ensure all flight line operations are performed in a safe manner. Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of aerial port operations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Comprehensive knowledge of DoD, Air Force, Air Mobility Command, Federal Aviation Administration rules, and other applicable laws, regulations, instructions, and directives as they pertain to aerial port operations. Incumbent must possess an extensive technical knowledge of a military air terminal, which has advance design-installed industrial materials handling equipment, complex computer operations, and rapidly changing procedures/concepts of air terminal operations. Knowledge of safety and security regulations, practices, and procedures. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise organization personnel through subordinate supervisors. Working knowledge in monitoring manning, budgetary and supply requirements. Ability to communicate both orally and in writing. Ability to identify, analyzing, and translate complex information, makes appropriate judgments, and evaluates options concerning aerial port operations and maintenance. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
