Overview

OPERATIONS MANAGER (SIOP-2024-20590):

Bowhead seeks an Operations Manager to join our team in providing program management support in a broad range of services to the Shipyard Infrastructure Optimization Program (SIOP) and assisting our US Navy clients in the execution of the SIOP mission. SIOP is chartered with modernizing the infrastructure at four public shipyards in Pearl Harbor HI, Puget Sound WA, Kittery ME, and Portsmouth VA. This position is in support of the Washington Navy Yard.

Responsibilities

The Operations Manager manages general activities of an organization's operations in a specific area. Develops and implements company policies and procedures as well as ensures compliance with these procedures. Evaluates and enhances current operational systems. Prepares reports and audits to monitor and improve operations effectiveness. May coordinate communication between different functions. Typically requires a bachelor's degree or its equivalent. Typically reports to a senior manager or head of unit/department. Manages subordinate staff in the day-to-day performance of their jobs. Ensures that project/department milestones/goals are met and adhering to approved budgets. Extensive knowledge of department processes

Job duties include but are not limited to:

  • Provide project management support to assist the SIOP Shipyard Department with schedules, budget and cost estimating, risk, tracking deliverables, and quality management;

  • Provide master planning, studies, and project development support;

  • Support the development of the shipyard’s Integrated Master Schedule for Area Development Plans. Support schedule-focused meetings with internal and external stakeholders and, as required, conduct what-if analysis and develop / recommend courses of action.

  • Support Shipyard Department administrative and management duties and responsibilities including but not limited to: strategic communications, information technology, financial analysis, workforce analysis, milestone ceremonies, and workforce culture and reporting;

  • Advise and draft development, direction and continuity of policies, programs and operations of the SIOP Field Office;

  • Assist with formulating, coordinating, reviewing and evaluating the effectiveness of organization operating policies, regulations and procedures;

  • Assist Shipyard leadership in maintaining continuous awareness of overall organization activities and advising leadership on matters of concern;

  • Assist in identifying and prioritizing actions requiring final decision-making authority of senior leadership;

  • Provide external and internal liaison regarding programmatic and administrative issues;

  • Develop long range plans consistent with the strategic vision of the organization while exercising a high degree of originality and judgment;

  • Establish, evaluate and maintain a method for determining, prioritizing and tracking employee workload, schedules and major assignments;

  • Assist in establishing and tracking appropriate metrics to demonstrate individual and team performance;

  • Develop and champion innovative ideas to improve the organization and create an environment that fosters innovation and continuous process improvement;

  • Perform other duties as assigned.

Qualifications

  • Five years(5) years professional experience managing and support of Naval operations

  • Must be able to multi-task, manage priorities and work independently with little direction

  • Ability to communicate effectively with all levels of employees and outside contacts.

  • Strong interpersonal skills and good judgment with the ability to work alone or as part of a team

Physical Demands:

  • Must be able to lift up to 25 pounds

  • Must be able to stand and walk for prolonged amounts of time

  • Must be able to twist, bend and squat periodically

SECURITY CLEARANCE REQUIREMENTS: Must be able to obtain a security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.
