Payment Card Merchant Agreement SME

The Position:

The General Services Administration (GSA) Center for Charge Card Management (CCCM) is seeking a skilled Payment Card Merchant Agreement Subject Matter Expert (SME) to support the development of the next iteration of the GSA SmartPay program. This government-wide initiative provides commercial charge card and payment-related services to approximately 250 federal government agencies, organizations, and Native American Tribal organizations. The SME will ensure the effectiveness and compliance of merchant agreements within the program.

Responsibilities:

  • Ensure alignment of merchant agreements with GSA SmartPay Program objectives and requirements.

  • Negotiate and manage vendor/merchant agreements, ensuring compliance.

  • Draft and manage performance work statements (PWS) for merchant contracts.

  • Monitor and evaluate vendor performance, implementing corrective actions as needed.

  • Provide expert guidance and support to internal stakeholders on merchant agreement policies and procedures.

  • Ensure security of banking systems and payment processes.

  • Stay informed about changes in industry regulations and standards.

  • Serve as subject matter expert on merchant agreements, providing training and guidance to internal teams.

  • Bachelor's degree in finance, business administration, or related field; advanced degree preferred.

  • Minimum 5 years' experience negotiating and managing vendor/merchant agreements.

  • Strong understanding of GSA SmartPay Program objectives and current master contract.

  • Experience drafting and managing performance work statements (PWS) for vendor contracts.

  • Thorough knowledge of banking system security, including PCI standards, FISMA, and FEDRamp.

  • Excellent negotiation skills with compliance enforcement capability.

  • Strong analytical and problem-solving abilities with keen attention to detail.

  • Excellent communication and interpersonal skills for stakeholder collaboration.

Censeo Consulting Group is based in Washington D.C., a fantastic city for working professionals. We work in a hybrid setting with flexibility to work from home and work in our office conveniently located in the heart of downtown, just a few blocks away from the White House. And with many of our clients also based in D.C., we have the luxury of leaving for a meeting and being back in the office in time for post-work happy hours, team dinners, and game nights. 

The Fine Print:

  • Remote or Hybrid Opening 

  • Expected travel 0-10%; may increase based on business needs 

  • Essential Physical Functions

  • Sitting: Particularly for sustained periods of time

  • Light Carrying: Physically transporting items weighing less than 15 pounds from one location to another

  • This is a contracted role for an RFI Opportunity
