This position serves to pursue, negotiate, and administer the Department's energy funding strategy in alignment with the Minnesota Climate Action Framework, MN's Clean Energy Goals, Justice 40 goal, and other federal and state requirements and directives. This position works closely with external and internal stakeholders in order to lead multiple responses to federal solicitations, negotiations of federal awards, and initiation of successful solicitations of competitive funding.
Minimum Qualifications
Four (4) years professional level experience in managing pursuit of external funds, negotiating grant awards, and pursing competitive grants.
A bachelor’s degree is equivalent to one (1) year of experience. An Advanced degree is equivalent to eighteen (18) months of experience.

Ability to work independently, and as a member of a team as well as with lead staff, decision makers, and external partners.
Oral and written communication skills with the ability to condense and explain technical information in a concise manner that can be understood by diverse constituents, such as, leadership, local units of government, nonprofits, contractors, and the general public.
Focus and excellent attention to detail.
Data management and strategic analysis skills, with a strong ability to develop, negotiate, and operationalize plans.

Preferred Qualifications
Knowledge and experience with providing technical assistance and guidance in compliance, implementation, and review of federal award requirements and regulations.
Experience working on large federally funded projects with multiple partners utilizing relevant skills related to accounting and financial management and procurement systems.
Experience working in diverse teams to accomplish a common goal.
Demonstrated ability to operate within an organization's formal and informal structures, build allies and relationships across the division and agency, seek to understand others' roles and perspectives, and navigate organizational structure with diplomacy and goodwill.
Physical Requirements
Requires occasional moving of articles such as boxes, accounting records, laptop computer, and portable printer.
