PURPOSE OF POSITION: Under the direction of the Director - Natural Gas Supply & Delivery or designee, directs operation and maintenance of the natural gas SCADA system and the propane air peak shaving plant and assists in the operation of the natural gas system.

ESSENTIAL JOB FUNCTIONS:

1.Responsible for maintenance of natural gas SCADA system and propane peak shaving plant. Supervises technicians and contractors performing maintenance on SCADA system and peak shaving plant. Complies with current and future cybersecurity regulations and policies.

2.Responsible for operation of peak shaving plant. Supervises peak shaving plant operators.

3.Administers contracts, purchase orders, and invoicing related to areas of responsibility.

4.Responsible for daily and monthly verification of natural gas SCADA measurement reports for city gates, C&I customers, and power plants. Makes corrections and overrides automated billing for large customers.

5.Responsible for hourly & daily natural gas load forecasting to supply daily load requirements used for purchasing natural gas.

6.Available 24/7 to respond to emergency after-hours situations related to the natural gas SCADA system and peak shaving plant.

7.Troubleshoots natural gas SCADA system for maintenance and repair activities. Coordinates repair work with other supervisors and other departments as required.

8.Assists with troubleshooting equipment related to the natural gas system, natural gas regulators and metering.

9.Develops operating procedures, operating manuals, compliance procedures and technician training manuals and procedures relating to the natural gas SCADA system and peak shaving plant.

10.Specifies and orders hardware, software, materials, supplies, and related equipment.

11.Supervises general clerical records, personnel time reporting, and allocates available personnel to daily assignments. May approve the use of overtime.

12.Provides budgetary input to the Natural Gas Supply & Delivery department related to the natural gas SCADA system and the peak shaving plant.

13.Performs other related l duties as assigned by management.

QUALIFICATIONS:

Education and Experience:

  • A bachelor’s degree with a major in engineering, math, industrial technology, computer science, electronics, or other related technical field is required. Exceptional experience may be considered in lieu of a college degree on a year for year basis.

  • A minimum of five years’ recent progressively responsible natural gas operations experience or a technically related field such as experience with SCADA systems, industrial electronics, and/or computer networking is required.

  • Personal computer experience is required.

  • Supervisory experience is preferred.

  • Industrial networking platform experience is preferred.

Licensing/Certification:

Must have a valid driver’s license (minimum Class F).

Knowledge, Skills and Abilities:

  • Broad background and practical knowledge in natural gas forecasting, natural gas pressure control, natural gas measurement, electronics, process instrumentation or similar experience in a process control industry.

  • Working knowledge of basic mechanical principles, electrical theory, heat transfer, fluid flow dynamics, process control devices and PLC programming.

  • Work in a cooperative manner with fellow supervisors and department administration.

  • Effective oral and written communication skills and the ability to work with people.

  • Ability to make decisions under pressure in emergency conditions.

  • Be detail oriented with an ability to effectively analyze and solve problems.

  • Proficient with Microsoft Office.

  • Open to technology and changes in procedures.

  • Ensure EEO/AAP compliance according to CU’s policy 2.29.

Physical Requirements:

Climbing, pushing, pulling, stooping, and lifting up to 25 pounds occasionally. Work within the rated capacity of the Utility’s aerial lifts, ladders, fall restraint devices, and/or other related equipment.

Working Conditions:

Works inside and outdoors in all types of weather as required. Position is on duty 24/7 unless on vacation or sick. Must be on call and work overtime as required.

Miscellaneous Requirements:

  • Subject to Department of Transportation’s and/or Public Service Commission’s drug testing requirements and Gas Operator Qualification requirements.

  • Required to wear uniform clothing provided by City Utilities. Management retains the right to require replacement due to wear or staining.

  • Must be able to work successfully with diverse groups of people.

  • Employee must remain alert and aware of their surroundings at all times and maintain the ability to respond to changing circumstances in a timely manner.

TESTING:

Testing may be required.
