General Description

This is a high-level, administrative position which works under the general direction of the Commissioner of the Department of Recreation and Human Services. The incumbent is responsible for overseeing and managing the Rochester Animal Services shelter, operations, and animal control unit. The Director is also responsible for property management, animal health, and public safety. This employee will represent the City in dealing with the public and outside agencies to promote Animal Services programs and services. General and direct supervision is exercised over professional, technical and clerical staff, and consultants. Related work is performed as required.

This is a Competitive Class position. The individual selected to fill this vacancy will be given a provisional appointment and will be required to participate in the next Civil Service Examination for this title.

A qualified applicant may be provisionally appointed and serve in the position until a Civil Service Examination is administered and an appropriate eligible list can be established to make a permanent appointment in accordance with the Civil Service Rule of Three. CITY RESIDENCY WILL BE REQUIRED WITHIN ONE YEAR OF HIRE.

Typical Work Activities

  • Directs, coordinates, and oversees the shelter operations and field services, including the provision of routine and medical care for animals, the performance of euthanasia as needed, maintenance and cleaning of the facility, and the animal adoption process;

  • Manages the shelter veterinarian, who oversees the veterinary functions;

  • Manages employees including employee selection; assigning and evaluating work, and employee performance evaluations;

  • Ensures training, evaluation, counseling, discipline, and compliance is conducted;

  • Negotiates and maintains all professional service agreements;

  • Oversees investigations and manages complaints regarding services;

  • Ensures compliance with all State and Federal regulations regarding controlled substances as facility agent pursuant to NYS Health Dept. Rules and Regulations;

  • Manages and monitors the operating budget and maintains budgetary controls, maintenance of records, accounts, inventories and purchases;

  • Develops, implements, and evaluates strategic plans, long-range goals, short-term objectives, policies and procedures, and priorities consistent with the City and of the City’s animal care and control functions;

  • Supports the development and implementation of various programs including the volunteer, foster, responsible pet ownership, and dog bite prevention programs;

  • Participates and ensures compliance with all local and state legislative initiatives involving animal care and control;

  • Develops marketing strategies and participates in public relation opportunities and partnerships with various local and national businesses to promote services and programs; including but not limited to: adoption events, vaccination clinics, pet food pantry, and spaying/neutering; rescue groups, vet clinics, Verona Street Animal Society, Lollypop Farm Human Society of Greater Rochester;

  • Prepares and manages grant awards, project requirements, special events and ensures maintenance of facilities;

  • Advocate for changes in local and state laws that will positively affect the animals and residents in the City of Rochester;

  • Keeps abreast of current trends and best practices in the animal care industry.

Minimum Qualifications

High School diploma or GED, PLUS

I. Doctor of Veterinary Medicine, Veterinariae Medicinae Doctoris, Business, Public Administration Degree or closely related field PLUS one (1) year of experience in the field of animal care or control AND one (1) year of supervisory experience;

OR

II. Master’s Degree in Veterinary Sciences, Veterinary Medicine, Business, Public Administration, or a related field PLUS three (3) years of experience as described in I. AND one (1) year of supervisory experience;

OR

III. Bachelor’s Degree in Veterinary Sciences, Veterinary Medicine, Business, Public Administration, or a related field PLUS Five (5) years of experience as described in I. AND one (1) year of supervisory experience;

OR

IV. Eight (8) years of experience as described in I. AND three (3) years of experience supervising others.

SPECIAL REQUIREMENTS:

  • Possession of a valid New York State Class D Operator’s license at time of appointment. This must be maintained throughout employment with this job.

  • Requires euthanasia technician certification within one year after date of hire.
