City of Mishawaka Wastewater Division Manager in Mishawaka, Indiana

JOB TITLE:DIVISION MANAGER

DEPARTMENT:WASTEWATER

SALARY:$3,446.84 BI-WEEKLY

HOURS:7:00am to 4:00pm

DEFINITION

Reporting to the Mayor, the Division Manager oversees day-to-day operations for the citys water resource recovery facility. Responsibilities include managing the treatment plant, collection systems, and biosolids facility, ensuring compliance with state and federal regulations, preparing, and monitoring the utility budget, and leading a team in long-range planning and capital improvement projects. Additionally, the role involves negotiating contracts, responding to emergencies, and keeping city leadership informed of challenges and outcomes.

JOB LOCATION

The primary work location is the Division Managers office at the Wastewater Treatment Plant. May travel to lift station sites and other division facilities. Must be able to travel to other City and Utility Division headquarters. Duties may require out-of-town travel.

PHYSICAL REQUIREMENTS

May engage in sitting, standing or talking for up to 2/3 of the workday. May engage in walking, climbing, crawling, stooping or reaching for 1/3 of the workday. Must be able to lift and carry a minimum of 35 pounds.

ENVIRONMENTAL/WORKING CONDITIONS

Must be able to respond to all calls at any time of the day or night during all types of weather. May be required to examine structures or conditions at the Wastewater Treatment Plant in all types of weather. Must be able to walk on metal grates, oily/slippery surfaces, narrow passageways, and in noisy, odorous environments.

ESSENTIAL FUNCTIONS OF THE JOB

Supervise the performance of a variety of chemical and bacteriological tests on water. Plan and oversee sewage plant operations and maintenance programs. Formulate and enforce operating policies and procedures. Oversee the training of sewage plant personnel in wastewater treatment policies, methods and procedures. Coordinate and supervise the work of employees engaged in the operation and maintenance of the Wastewater Treatment Plant. Prepare employee work schedules. Order and maintain required chemicals, equipment, parts and supplies. Conduct and evaluate studies on the efficiency of treatment processes and methods. Prepare periodic reports to the Indiana Division of Environmental Management and other regulatory agencies as required. Oversee the administration of the Industrial Pretreatment Program, and CSO Long Term Control Plant implementation.

REQUIRED KNOWLEDGE AND ABILITIES

Must have considerable knowledge of the methods, practices and procedures involved in the operation and maintenance of a wastewater treatment plant. Must have sufficient knowledge of public health regulations and requirements relating to treatment plant operations. Must have considerable knowledge of the operation of mechanical and electrical equipment used in wastewater treatment. Must have reasonable knowledge of the principles of bacteriology and chemistry related to wastewater treatment process control. Must be able to prepare and maintain accurate records and reports. Must be able to train and supervise subor inate employees. Must be able to collaborate effectively with other officials, employees and the general public. Must be able to read and interpret mechanical drawings and blueprints, schematics and circuit drawings, and the directions and information found in various maintenance manuals.

QUALIFICATIONS engineering, or a related field

  1. Should possess a bachelors degree in science, environmental studies, civil engineering, or a related field.
  2. At least seven (7) years of progressively increasing responsibilities and professional experience wastewater utilities administration and supervision.
  3. Possession of an Indiana Class 4 Public Wastewater Operator License, or the ability to secure a Class 4 Public Wastewater Operator License within six (6) months of employment required.
  4. Must maintain an elevated level of efficiency in the performance of the job.
  5. Must adhere to the City of Mishawakas drug and alcohol-free policy.
  6. Must sign and adhere to the City of Mishawakas Confidentiality Statement.
