Incumbent serves as Central Services Group 3 Operator for the City of Mishawaka, responsible for performing manual labor and facility, grounds, and street maintenance and repairs using various light equipment and power/hand tools.

DUTIES:

Performs facility maintenance, including, but not limited to, cleaning city-owned facilities, performing light maintenance work, and interior and exterior painting.

Performs grounds maintenance, including, but not limited to, mowing, mixing and applying fertilizers and weed control liquids, maintenance of trees/shrubs, and landscaping.

Performs road maintenance, including, but not limited to, patching holes, crack sealing, paving, picking up dead animals, and removing debris from right of way and inlet surfaces. May assist in traffic painting and sign repairs, leaf pickup, and snow removal.

Performs traffic control, including, but not limited to, setting up barricades, directing traffic, and setting up portable signs.

Cleans and maintains equipment.

Works at recycling facility as required.

Performs related duties as assigned.

I.SKILLS AND KNOWLEDGE:

High school diploma or HSE.

Must be at least 18 years of age.

Ability to meet all hiring requirements including passage of a drug screening.

Working knowledge of and ability to make practical application of department safety policies and procedures and applicable OSHA safety policies and procedures.

Working knowledge of and ability to apply practices and procedures of maintenance and repair of facilities, grounds, and streets.

Working knowledge of standard English grammar, spelling, and punctuation, with ability to read instructions/work orders and prepare documents.

Ability to properly operate various light equipment and hand/power tools, including but not limited to mop, broom, shovel, rake, chain saw, mowers, tractors, weed whips, ice resurfacer, hand sprayers, trailers, vehicles, paint sprayers, pressure washers, portable cleaning systems, floor cleaners/buffers, floor sweepers, air compressors, air hammers, snow blowers, power tampers, barricades, traffic control equipment, and other equipment as needed.

Ability to physically perform essential duties of the position, including standing/walking for long periods, walking on uneven terrain, lifting/carrying/pushing/pulling objects weighing over 50 pounds, handling/grasping/fingering objects, crouching/kneeling, bending/reaching, driving, close/far vision, color/depth perception, hearing sounds/communication, and speaking clearly. Effort is exerted regularly, strain may be intense, and moderate physical dexterity is required.

Ability to effectively communicate orally and in writing with co-workers, other City/County/ State departments and agencies, and the public, including being sensitive to professional ethics, gender, cultural diversities, and disabilities.

Ability to comply with all employer and department policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.

Ability to provide public access to or to maintain confidentiality of department records and information according to State requirement .

Ability to work alone with minimum supervision and with others in a team environment, work on several tasks at the same time, and work rapidly for long periods, occasionally under time pressure.

Ability to understand, memorize, retain, and carry out oral and written instructions and present findings in oral or written form.

Ability to apply knowledge of people/locations and plan/layout assigned work projects.

Possession of valid Indiana drivers license with ability to safely operate City vehicles.

II.RESPONSIBILITY:

Incumbent performs a variety of duties, with work schedules and priorities determined by supervisor. Assignments are guided by definite objectives using a variety of methods/procedures. Assignments follow standard operating procedures or policy and procedural manuals, and employee must have supervisors permission to deviate. Incumbent has little flexibility in the job.

Incumbent reports directly to Street Commissioner.

III.PHYSICAL EFFORT:

Incumbents duties involve standing/walking for long periods, walking on uneven terrain, lifting/carrying/pushing/pulling objects weighing over 50 pounds, handling/grasping/ fingering objects, crouching/kneeling, bending/reaching, driving, close/far vision, color/depth perception, hearing sounds/communication, and speaking clearly. Effort is exerted regularly, strain may be intense, and moderate physical dexterity is required.

IV.WORKING CONDITIONS:

Incumbent performs a majority of duties in outdoor and indoor environments, involving working in wet/icy surroundings and extreme hot/cold temperatures, working near chemicals and fumes/odors/dust/dirt, noise, vibrations, and possibly dangerous conditions. Safety precautions must be followed at all times, including wearing protective clothing or equipment.
