What You Will Do

The Los Alamos National Laboratory (LANL) Nevada Programs Office (NPO) is seeking an experienced leader to serve as the LANL Joint Laboratory Office Nevada (JLON) Manager. Reporting to the LANL Nevada Experimental Operations (NV-EXOPS) Program Director, the JLON Manager is the LANL on-site representative responsible for daily interfacing with the Lawrence Livermore National Laboratory JLON Manager and other Nevada-Enterprise (NvE) organizations. The JLON Manager serves as the LANL interface with the NvE organizations for all issues and requests from the NvE that require immediate support or a joint Nuclear Weapons Laboratory (NWL) position.

Work with all LANL organizations performing work at Nevada Field Office managed sites. Serve as the LANL on-site representative responsible for ensuring LANL-NNSS operations and the associated LANL work control is in compliance with NNSS requirements. Review and coordinate on all LANL work control documents, permitting, logistics, and management agreements. You will be responsible for managing all infrastructure (e.g. space, vehicles, contracts, LANL networks), and all JLON administrative functions (e.g. document control, procurements, official visits). Work with LANL line and program organizations to develop a coordinated LANL position on all issues.

For all workers who do not have a RLM on-site, including visitors and subcontractors supporting LANL operations at NNSS facilities, and LANL Nevada-based deployed staff (health & safety, security, information technology, nuclear safety, etc.), you will serve as the responsible line manager (RLM). Also serve as the Human Reliability Program (HRP) Manager for LANL personnel working at the NNSS who do not have an RLM on-site. Represent LANL at the NNSS on all issues involving LANL personnel and operations, with the responsibility for communicating issues in a timely manner to the responsible line/program organizations and the NPO.

This position has a permanent duty station at the North Las Vegas Facility in Las Vegas, NV. A secondary office is at the Nevada National Security Site (NNSS), located in Mercury, Nevada, approximately 60 miles north of Las Vegas NV

What You Need

Minimum Job Requirements:

Leadership: Demonstrated experience in management, supervision, and development of assigned employees. Advanced, expert-level knowledge of and demonstrated experience in partnering, implementing, and providing guidance in the areas of DOE/NNSA regulations, policies and procedures, formality of operations, and work control.

Program Management: Advanced, expert-level knowledge of and demonstrated experience in all aspects of program or project management of technical or operational work, including defining working scope, schedules, budgets, priorities and performance milestones; developing cost, scope and schedule baselines; reporting cost and schedule variance; and managing change control risk. Demonstrated experience representing an organization, with the authority to negotiate real-time tactical objectives to facilitate the resumption of operations consistent with DOE/NNSA's strategic objectives.

Collaboration: Demonstrated experience in developing and nurturing effective external and internal customer relationships. Demonstrated experience in interacting effectively with all levels of external and internal personnel; building trust, gaining consensus, and resolving conflicts. Demonstrated experience working with other DOE Field offices, government agencies and contractors.

Communication: Demonstrated excellent oral and written communication and presentation skills.

Education Requirement: This position requires a Bachelor's Degree from an accredited institution and 12 years related experience, or an equivalent combination of education and experience directly related to the occupation; Master's degree in Physics, Engineering, Mathematics or related technical field strongly preferred.

Desired Qualifications:

  • Working knowledge of the NNSS weapons programs and global security programs.

  • Working knowledge of LANL's programs, policies and procedures.

  • Experience working across the National Security Enterprise (NSE) sites to meet mission objectives.

  • Working knowledge of nuclear safety, High Explosive safety, ES&H, and nuclear operations.

  • Active Q clearance preferred

  • HRP endorsed

Work Environment:

Work Location: The work location for this position is onsite and located in North Las Vegas Facility in Las Vegas, NV. A secondary office is at the Nevada National Security Site (NNSS), located in Mercury, Nevada, approximately 60 miles north of Las Vegas NV. All work locations are at the discretion of management.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 (https://directives.nnsa.doe.gov/supplemental-directive/sd-0206-0002) . Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Term position: Regular-status Laboratory employees applying for term-status positions may retain regular status with approval of the cognizant Principle Associate Director.

Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
