Marketing Statement

The Office of Rail Car Maintenance actively seeks committed transit professionals to join us as Assistant General Superintendent. This role is integral to our round-the-clock operations, overseeing and managing multiple maintenance facilities. Those in this role will be expected to worknights, weekends, and holidays as part of a team of leaders.

Responsibilities include assisting in directing and supervising the Authority's railcar maintenance program and advising the Chief Fleet Officer and other Authority offices on maintenance practices, procedures, policies, and strategies as required. Moreover, the Assistant General Superintendent is responsible for developing, implementing, and refining railcar maintenance procedures and techniques to ensure efficiency, safety, and compliance with established transit standards and guidelines.

Additionally, the Assistant General Superintendent assumes responsibility for proficient leadership and oversight of personnel and operations within the Office of Car Maintenance, including managing staff, planning, assigning, scheduling, and reviewing work to maintain quality standards. They also manage hiring, termination, training, development, performance evaluation, and corrective action for personnel. Furthermore, organizational structure planning and job content fall within their purview.

Minimum Qualifications:

Education

  • Bachelor’s degree in Transportation Management, Mechanical Engineering, or a related Engineering discipline

  • In lieu of a bachelor’s degree, a high school diploma or GED with four (4) years’ experience in transportation management, specifically rapid transit, railroad railcar maintenance or other applicable industry experience

Experience

  • A minimum of ten (10) years management experience in rapid transit, railroad railcar maintenance, or other applicable industry. Advanced senior transportation or engineering experience with exposure to the administration of a comprehensive railcar maintenance entity

Certification/Licensure

  • Possession of a valid motor vehicle operator’s license issued from the jurisdiction of residence

Incumbents in this role may be required to report to or continue to work in the event of authorized office closings or service suspensions due to severe weather, natural disaster, fire, operational emergencies or related events.

Job Summary:

The Assistant General Superintendent, Railcar Maintenance, is responsible for the overall effective management of the Office of Rail Car Maintenance. Directs and manages the shops line functions to include service, inspection and/or car maintenance. The incumbent assists in directing and supervising the Authority’s overall railcar maintenance program. In addition, the Assistant General Superintendent, Railcar Maintenance advises the Chief Mechanical Officer and other Offices of the Authority concerning railcar maintenance, practices, procedures, policies, and strategies, as required. The incumbent further develops, implements and modifies railcar maintenance procedures and techniques, ensuring maintenance is conducted efficiently, safely, and in conformance with accepted transit practices and guidelines.

ESSENTIAL FUNCTIONS

  • Provides effective leadership and management of personnel and activities in Car Maintenance. Assists in managing and supervising all railcar maintenance activities. Provides counsel, guidance and performance evaluations for senior branch personnel. Directs, manages and supervises subordinate staff. Recommends applicant selections, administers disciplinary actions, resolves grievances, assigns duties, directs work, establishes performance goals, conducts performance evaluations, reviews and authorizes leave requests and time sheets, and ensures appropriate subordinate personnel training is provided. Responsible for significant personnel actions, including promotions, demotions and grievance proceedings. Participates in labor/management negotiations and proceedings by serving as a resource on matters within areas of responsibility, as required. Resolves any ensuing conflicts. Assists in planning, coordinating and administering comprehensive training and certification requirements for all rail car maintenance employees.

  • Assists in managing, planning and executing goals and objectives, levels of productivity, work standards, priorities and compliance with technical/administrative constraints; and, all remaining Railcar Maintenance Branch resources. Engages in monitoring inspection, maintenance, cleaning and repair of rapid transit cars. Makes frequent field inspections to observe operations. Ensures all activities are completed efficiently, safely, economically, and in conformance with assigned mission, goals and objectives.

  • Assists management with planning, managing and administering all aspects of budget preparation. Plans, manages and administers budget preparation and execution for assigned Service and Inspection Car Maintenance Shops. Ensures activities completed by all sections of the Service and Inspection car maintenance sections, and the remaining section in the Branch are administered on a sound fiscal basis. Prepares periodic and long-range forecasts for budgeting and other management purposes. Reviews current year budget expenditures and budget execution.

  • Prepares and presents oral and written reports/recommendations within assigned area of responsibility to the appropriate Board Committees and Directors, as required. Serves as office representative to support rail maintenance start-up activities, contractor operations, car acceptance and testing activities. Resolves difficult or complex problems that occur.

  • Serves as Department representative responsible for ensuring new railcars and equipment are developed according to system requirements. Represents the office in developing specifications for new vehicle acquisitions, shop facilities and equipment, and programs for repair and rehabilitation of existing rolling stock equipment and facilities. Attends and participates in internal/external high-level meetings, hearings and planning sessions related to functional responsibilities of the Railcar Maintenance Branch.

  • Assists in developing plans, policies, procedures, maintenance rules and regulations, to accomplish WMATA’s rail maintenance mission. Publishes supporting documents and assists in preparing and maintaining current contingency plans for special events and emergencies. Plans, coordinates, directs, evaluates and analyzes the performance of principal segments of the Branch from information gathered from various documents/reports, and recommends actions to increase efficiency and effectiveness.

  • Reviews all blueprints, drawings, and plans for relevant items, such as yards, station and track layouts related to future railroad expansion, and for maintenance and technical adequacy. Makes recommendations for modifications required to resolve problems limiting efficient rail services. Assists in establishing systems for quality and configuration controls.

  • Establishes and maintains communication and liaison with appropriate jurisdictions, agencies, private industry, citizens and top managers at other transit properties to improve the railcar maintenance program. Represents the Authority at the American Public Transportation Association (APTA), and similar national and local conferences. May visit other transit properties to observe and learn about other methods to help operate a more efficient and safe railroad.

  • Performs special assignments designated by the General Superintendent, Car Maintenance. Maintains an extremely high level of technical knowledge and understanding of current technology to manage and execute resolution of difficult and complex problems. Assumes the responsibilities and duties of the General Superintendent in his/her absence.
