U.S. Army Intelligence and Security Command Budget Analyst in Fort Sam Houston, Texas

Summary About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the 470th Military Intelligence Brigade, Fort Sam Houston, Texas. Responsibilities Serves as a Budget Analyst in the Resource Management Office of the 470th Military Intelligence Bridge. Provides procedural advice and expertise in assisting, Commander, Deputy Commander Resource Management Officer, primary and staff sections and or subordinate units in planning, programming, budgeting and executing their annual funding programs. Provides guidance and assistance on the development of the annual POM submission which identifies the allocation of fiscal resources for the current year and budget estimates for the budget year and 5 years out. Interprets fiscal regulations and policies and provides guidance to primary and staff sections on compliance and application of regulations and policies. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To qualify based on your experience, your resume must describe at least one (1) year of experience equivalent to at least the GG/GS-09 grade level in the Federal service which prepared you to do the work in this job. Specialized experience is defined as: Assisting in the preparation of annual and out year budget estimates, program changes and unfinanced requirements; processing various financial obligating documents; analyzing and reconciling budget data to ensure accuracy and adequacy; and, performing technical review of both current year execution versus current year projections and prior year execution versus current year execution. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GG/GS-09). Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
