Job/Position DescriptionThe Texas Health and Human Services Commission (HHSC) seeks highly qualified and motivated candidates to fill a Policy Manager position within the Access and Eligibility Services (AES), Program Policy division. AES is driven by its mission to connect Texans to services and supports by helping individuals and families in need of food, medical care, cash assistance and other social services.The Policy Manager manages daily operations and program activities for the Program Policy team. Leading a team of professional policy staff, the Manager establishes goals, objectives, guidance and procedures related to eligibility for state and federal programs administered by HHSC and AES. This position is responsible for planning and assigning tasks and interacts regularly with agency staff, federal partners and external stakeholders to inform policy decisions and achieve positive outcomes for Texans. Selected candidate will be expected to travel to Austin periodically for relevant in-person meetings.Multiple candidates may be selected to fill positions on the Program Policy team. The respective policy portfolio for selected candidates will be determined during the interview and selection process.Essential Job FunctionsPlans and prioritizes eligibility policy strategy, analysis, and development for Medicaid and CHIP programs. Develops and oversees the development of policy options. Conducts advance research on best practices which requires complex (senior level) analysis of laws, regulations, and guidance; complex (senior level) analysis of impacts to programs, systems, and operations; and coordination of the development of fiscal impact analysis. Provides guidance, direction, and technical assistance to staff on team.Prepares high-quality briefing documents, issue papers, correspondence, bill analyses, and memorandum for senior and executive management review and decision-making. Also prepares and oversees preparation of eligibility policies, agency rules, state plan amendments, and federal waivers.Develops timelines and other project management documentation; and coordination and communication with senior and executive management, staff, and impacted stakeholders.Establishes, facilities, and sets goals and objectives for multiple policy workgroups and develops and approves work products. Workgroups will include staff from all impacted areas within HHS and external stakeholders, as appropriate.Supervises staff, including the hiring and selection of new staff, assigning work, completing performance evaluations, recommending personnel disciplinary actions, and scheduling and approving leave. Provides staff opportunities for knowledge and skills development training.Works collaboratively to identify innovative and effective solutions for customers and staff.
