HEALTH AND HUMAN SERVICES COMMISSION Director III in AUSTIN, Texas

Job/Position DescriptionDirector IIIThe Director III works under the direction of the Procurement and Contracting Services (PCS) Associate Commissioner of Contract Management Support. The Director III performs advanced (senior-level) managerial work providing direction and guidance in strategic operations and planning. Work involves establishing the strategic plan and goals and objectives; developing policies, procedures, and guidelines; establishing priorities, standards, and measurement tools for determining progress in meeting goals; and coordinating and evaluating program activities and/or business functions; Works with the SCOR (System of Contract Operation and Reporting) subject matter experts to implement contract monitoring and management initiatives. Supervises the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Essential Job FunctionsDevelops and manages policies, procedures and guideline for contract managers. Creates, manages and updates templates, forms and documentation related to contract management and monitoring. Represents PCS CMS in a leadership capacity on complex issues. Plans, develops, and approves schedules, priorities, and standards for achieving goals; and directs evaluation. Supervises the work of others and completes all related supervisory activities. Provides leadership to employees using a performance management strategy and development process to provide an overall framework that encourages employee contribution, and includes goal setting, feedback, and performance development planning. Participates in the analysis of contract management issues and the preparation of reports of findings and recommendations. Provides expertise, assistance and support for contract managers on questions related to contract management and monitoring processes, tools, and requirements. Researches and documents best practices based on the work of experienced contract managers to create an online knowledge bank and and#145;Frequently Asked Questionsand#146; for employees to access helpful information and obtain guidance. Coordinates relevant statutory/legislative/agency changes and disseminates information to all areas in a timely manner. Participates in HHS System procurement and contracting workgroups and steering committees, as assigned.Assists with other issues raised by the PCS Associate Commissioner of Contract Management Support. Performs related work as assigned including participating and/or serving in a supporting role to meet the agencyand#146;s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Registrations, Licensure Requirements or CertificationsRequires certification as a Certified Texas Contract Manager (CTCM) within the first year of employment. Knowledge Skills AbilitiesRequires certification as a Certified Texas Contract Manager (CTCM) within the first year of employment. Initial Screening CriteriaFour-year degree from an accredited college or university. Education and experience may be substituted for one another on a year-for-year basis A minimum of eight years of contract management or related experience and/or project management experience. Supervisory experience required. Experience with HHS programs and the System of Contract Operations and Reporting preferred.
