Job/Position DescriptionThe Director of Data Governance (DG) reports to the Director of Information and Data Management. The Director is responsible for managing and providing goals, strategic direction, and guidance for the Enterprise Data Governance-Enterprise Information Management team. The Director is responsible for performing advanced (senior-level) managerial work; manages a cross-functional team with specific tasks, roles, responsibilities, and processes for supporting and promoting the effective use of data across the system for strategic operations and planning. Provides a high-level overview of key data assets and meta data management and master and reference data management plans to external/internal partners and other HHS agency programs and leadership; oversees the Data Stewardship program; serves as Chair of the Data Governance and Performance Management's (DGPM) Enterprise Data Standards work-group, including socializing the standards to executive leadership across HHS; and collaborates on developing policies, procedures, and guidelines for the management, use, and dissemination of data. Additionally, the Director sets priorities and establishes goals and objectives related to the success of data governance strategy, requirements, and software; directs SOP creation and enforcement, as well as program assessments for master data and reference data management, meta data acquisitions, stewardship activities, and data quality strategies; and oversees and conducts complex research and analysis of operational issues that impact or potentially impact the ability to meet strategic goals. The EDG-EIM Director is responsible for developing objectives and collaborating on creating strategies and road maps to meet larger agency data-related goals, Tex. Gov't Code and#167;2054 mandates, and SB24 and SB26 data governance requirements. Provides advanced consultative services and assistance as needed. Actively involved in planning, assigning, training, and supervising the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.Essential Job FunctionsEJF 1 (20%) . Oversees the planning, development, implementation, and monitoring of metadata management and acquisitions, master and reference data management, and data stewardship. Establishes assessment plans, strategies, goals, and standard operating procedures, and develops or enhances the requirements for attaining agency and program goals. Manages and enforces compliance with Information Management policies.EJF 2 (20%). Provides consultation and direction to agency personnel to accomplish EDG objectives and strategies per HHS policies, procedures, guidelines, and directives.EJF 3 (15%). Acts as Product Owner for cross-functional EDG-EIM team, handling business engagements; prioritization of epics, stories, and tasks; and coordination of resource allotment for projects.EJF 4 (15%).
