Job/Position DescriptionWorks under the direction of the Director of the Immunization Information System (IIS) Unit. Performs complex managerial work in leading the vision, strategic planning and policy for the IIS Interoperability Group within the Immunizations Section in the Infectious Disease Prevention (IDP) Division. Provides direction and oversight for staff and other policy and subject matter experts in the Immunization Program. Responsibilities include coordinating the activities of staff involved in developing and implementing policies, processes, and strategies for electronic immunization data reporting and activities to support the improvement of immunization rates across the state. Coordinates with DSHS and HHSC Information Technology staff and vendor contractors for support and operation of the IIS. Responsible for supervising and evaluating direct reports, including managers. Works under minimal supervision with moderate latitude for the use of initiative and independent judgment.Essential Job Functions(30%) Directs program-level projects and coordinates priorities within the IIS Interoperability Group. Assist with strategic planning for IIS and Immunization Program, translates agency strategy into operational practices. Ensures electronic Health Level 7 (HL7) data exchange operations are managed effectively to meet organizational/ agency needs. Maintain and update IIS program documentation. Participate in or lead quality improvement or quality assurance efforts for IIS. Monitor operations and direct the use of performance measures to ensure a high degree of effective service delivery. (20%) Supervise and/or oversee planning and collection of data and information. Serve as a liaison for Health Information Exchange (HIE) initiatives at the state, jurisdictional, or local level. Identify and engage stakeholders required for informatics projects related to health information exchange. Develop and document policies and procedures in compliance with applicable laws, statutes or agency guidance. Establish and implement change management across IIS and supports change management across Immunization Program. Engage nationally in efforts to develop and inform IIS-specific standards and best practices with major stakeholder organizations including Electronic Health Records (EHR) vendors. Coordinate priorities for IIS development and enhancement through a Change Control Board (CCB), or similar configuration to collect program and user input. Develop business requirements for enhancements to the IIS.(25%) Represent the department and IIS through presentations and written materials locally and nationally, collaborating with immunization stakeholder groups, other state agencies and federal partners. Prioritize operational tasks and activities based on available funding, mandates, program deliverables, relative value, and staff skills for IIS. Provide feedback from customers, stakeholders, and beneficiaries to appropriate teams and/or leadership for unresolved issues requiring escalation within the agency. Supervise operational, technical and/or administrative personnel including determining workload, delegating assignments, and monitoring performance. (10%) Manages and develops unit staff through review of performance data, consultation, training, and performance appraisal.
