TEXAS DEPARTMENT OF TRANSPORTATION B021 Financial/Federal Grants and Project Closeouts Team Lead in Austin, Texas

Position serves as lead worker which oversees, coordinates and performs various project accounting related activities, including but not limited to Federal Highway Administration (FHWA) project closeouts. This position oversees the reconciliation of expenditures from multiple IT systems, and research, analysis and interpretation of financial data. Management of Federal agency expenditure reporting such as inactive project monitoring deadlines and reports. Serves as a point of contact with internal and external audits federal audits of federally funded transportation programs in the Financial Management Division. Leads a group of professional employees, provides the guidance and sets the proper deadlines for project closeouts, inactive projects, and other important tasks. Reports directly to the Federal Billing Project Funding Manager. Implements, coordinates, and ensures compliance with laws, regulations, polices, and procedures pertaining to federal programs. Work requires contact with governmental officials, divisions, districts and private entities and auditors at various management levels. Employees at this level are virtually self-supervising and assume direct accountability for the work product.Essential Duties:Serve as team lead and subject matter expert for the Federal Highway Administration Project Closeouts Team. Represents the branch in meetings, workgroups and provides assistance/guidance to districts, divisions and statewide program offices.Oversee, prepare, and approve project closeouts with the Federal Highway Administration.Oversee, review, analyze and monitor Federal Highway Administration inactive projects. This task requires working closely with different areas within the Financial Management division, the districts and divisions personnel.Oversee the timely approval of modifications of federal funding awards in compliance with Federal deadlines, rules and regulations, as well as TxDOTandrsquo;s internal guidelines.Administer internal and external audits of federal programs within the Financial Management Division and ensure accurate and timely completion of audit activities including the coordination of meetings, audit inquiries and resolving questions regarding transactions and processes. Evaluate, improve, and develop internal controls to mitigate risk of non-compliance.Oversee complex accounting activities such as the processing of summary journal vouchers for funding expenditures adjustments and analyzing/reconciling federal receivables.Directly manage the processing/implementation of project closeout requests, notifications, and legislation,. Coordinates internal and external inquiry responses with TxDOT district/division offices, MPOs, federal and local entities, as needed.Develop, evaluate and update project closeout training and other materials at least annually, to ensure staff, district division offices are in compliance with laws, regulations, policies, procedures, and standards pertaining to federal-aid transportation programs.
