National Labor Relations Board Emergency Management Specialist (COOP) in Washington, District Of Columbia

Summary This position is in the Division of Administration, Security Branch. The focus of this position is crisis management, continuity of operations and hazard risk assessment. The incumbent is responsible for providing agency subject matter expertise for the development and management of projects, programs and resources employing all subject areas of COOP. This is a developmental position leading to the full performance grade of GS-0089-13. Responsibilities THIS IS A USAHIRE ANNOUNCEMENT. As a Emergency Management Specialist (COOP) GS-0089-12/13, your typical work assignments may include: Provide program planning, assessment, coordination, and advisory services for a wide variety of complex interrelated readiness issues/programs ranging from identification of required business continuity and support plans to effective management of limited resources. Gather information, identify, and analyze issues, and develop recommendations to resolve substantive problems related to Continuity Planning. Develop training plans and sets up workshop to train continuity planners at all levels and coordinates NLRB network exercises to provide training in and testing of emergency and contingency plans, procedures, and programs pertaining to the period immediately preceding, during and following emergencies. Prepares and presents classified and unclassified briefings to Senior Leadership as required and ensure proper security procedures are implemented prior to the presentation. IDEAL CANDIDATE STATEMENT: The Ideal Candidate for the Emergency Management Specialist (COOP) position should have strong experience with both oral and written communication. The candidate should also display strategic thinking, observation, be comfortable with collaborating with others, and work under pressure. The preferred candidate should also possess a Certification - Level 1 COOP or Level II Master Continuity Practitioner. MINIMUM QUALIFICATIONS: To be qualified for this position at the GS-12 level, applicants must have one year of specialized experience equivalent to the GS-11 grade level that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of an Emergency Management Specialist (COOP) at the GS-12. Specialized experience includes: Experience assisting and/or managing an emergency preparedness program; and Assisting in preparing standard operating procedures and/or guidelines for meeting an organization's emergency mission requirements; and Assisting in evaluating an emergency management processes and/or standard operating procedures to ensure readiness and compliance with established emergency management directives. To be qualified for this position at the GS-13 level, applicants must have one year of specialized experience equivalent to the GS-12 grade level that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of an Emergency Management Specialist (COOP) at the GS-13. Specialized experience includes: Experience overseeing and/or developing an emergency preparedness program; and Developing policies and guidelines for meeting an organization's emergency mission requirements; and Providing guidance and assistance to customers regarding concerns with an immediate response to an event, incident, or disaster; and Evaluating emergency management processes and/or standard operating procedures to ensure readiness and compliance with established emergency management directives. TIME-IN-GRADE REQUIREMENT: Applicants must meet time-in-grade requirements to be considered eligible. One year of experience at the GS-11 grade level or equivalent grade level of federal service is required to qualify for the GS-12 grade level. One year of experience at the GS-12 grade level or equivalent grade level of federal service is required to qualify for the GS-13 grade level.
