About the Position:

Journeyman level construction representative responsible for assigned function of surveillance, wide-scope monitoring, inspection of civil, mechanical, electrical and environmental components on projects located and dedicated to Chief Joseph Dam and projects in the vicinity of Chief Joseph Dam.

Duties

  • Perform the full range of quality assurance functions associated with assigned projects.
  • Complete qualifications for Authorized Clearance Holder (Principal Authorized Individual) in order to perform Clearance Holder responsibilities Hazardous Energy Control Procedures (HECP) .
  • Data Transmission and Communication.
  • Contract administration.
  • Oversee project safety.

RequirementsConditions of Employment

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Obtain and maintain a valid Driver's license.
  • Complete courses associated with construction contract administration within 12 months of appointment, and any associated annual refresher training as required.
  • Incumbent is required to obtain certification for Clearance Holder responsibilities (High Energy Control Procedures to include Lock-out/Tag-out) associated with deenergizing systems within the hydropower facilities, within 12 months of appointment.
  • Wear of personal protective equipment and following special safety precautions is required.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. For the GS-11: Specialized Experience: One year of specialized experience which includes coordinating and planning construction methods and procedures with contractor personnel; evaluating construction projects for compliance with plans and specification; inspecting construction work sites and work in progress; and performing quality control duties on assigned construction projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10). For the GS-12: Specialized Experience: One year of specialized experience which includes leading in the coordination and planning of construction projects; evaluating projects for compliance with plans and specification; inspecting construction work sites and work in progress; performing quality control duties on assigned construction projects; and performing the duties associated with de-energizing systems to allow construction work to occur safely. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify.
